For More Information: Victory in Texas: Governor Abbott Signs H.B. 2439Falls Church, Va., June 18, 2019 — he EIFS Industry Members Association (EIMA) commends Texas Governor Abbott for signing H.B. 2439, which now goes into effect September 1, 2019. The legislation prohibits local governments from mandating the use of only specific products, and it will allow the use of products and materials permitted in current national building codes. The bi-partisan legislation was introduced by Rep. Phelan and quickly gained enthusiastic support in both the Texas House of Representatives and the Texas Senate. On April 30, the legislation was approved by an overwhelming vote of 124-21-2 in the Texas House of Representatives, and an equally significant margin of d24-5 on May 19, in the Texas Senate. After being sent to the desk of Governor Abbott with overwhelming support in the legislature and among building and construction organizations, it was signed on Friday, June 14. The effort to pass H.B. 2439 included the Texas Association of Builders, Safe Building Materials Association of Texas, and many other leaders in the building industry. “This is one of the single biggest victories our industry has seen in years,“ said EIMA President Peter Daechsel, who is a Manager of BASF Wall Systems. “Thanks to a large effort from several in the construction and building industry, the 220 plus restrictions against our industry are no more.” Founded in 1981, EIMA is a national non-profit technical trade association comprised of leading manufacturers, suppliers, distributors and applicators involved in the exterior insulation and finish systems (EIFS) industry.
